Rule 110
Procedure for requesting clarification and explanation
When a civil servant is punished by departmental punishment, he should be given an opportunity to submit a clarification and give an explanation after completing the following procedure according to the Act and this regulation:-
(a) The officer authorized to order departmental punishment shall decide and give at least fifteen days time to the concerned employee in relation to the allegations made and give an opportunity for clarification in accordance with Section 66 of the Act.
(b) If the cleaning is not submitted within the period given in accordance with Clause (a) or if the cleaning submitted is not satisfactory and it appears that such employee should be punished according to Clause (b) of Section 59 of the Act, the officer entitled to order departmental punishment along with the grounds and reasons why the cleaning is not satisfactory After proposing the punishment, thirty days should be given and an explanation should be requested in accordance with Section 67 of the Act.
